Tina M. Leiss, Executive Officer:

Tina Leiss Tina M. Leiss was appointed Executive Officer of the Public Employees' Retirement System of Nevada in September 2013. She is responsible for all aspects of fund management including analysis of plan funding, investment oversight, operational and strategic planning, and fiduciary and governance issues. In her capacity as the Executive Officer, Ms. Leiss provides information and analysis to the Nevada Legislature in consideration of pension policy issues affecting state and local government. Prior to her appointment to Executive Officer, Ms. Leiss was the Operations Officer of NVPERS since 2004 where she would oversee all aspects of benefit administration, including survivor, disability, and retirement benefit programs. Ms. Leiss was also responsible for oversight of the information technology, accounting, member and retiree services, and employer and production services divisions of the System. Cost effectiveness measurement for all activities of the System and policy issues related to the public safety sector of public employment were at the forefront of her responsibilities as well.

Prior to her employment at the System, Ms. Leiss was a Senior Deputy Attorney General with the Nevada Office of the Attorney General. In that capacity, she served as the System's legal counsel, representing the System in a variety of aspects from benefits litigation, contracts analysis, to Board governance. Ms. Leiss also served as legal counsel for a number of state agencies including the Office of the Military, Commission on Tourism, Commission on Economic Development, and various professional licensing boards.

Prior to her employment with the Office of the Attorney General, Ms. Leiss was in private practice for seven years, representing clients in many areas of law including civil litigation, bankruptcy, and insurance issues.

Ms. Leiss is a member of the National Association of Public Pension Attorneys, Government Finance Officers Association, the State Bar of Nevada, and an inactive member of the Oregon State Bar. She received her juris doctor from Willamette University College of Law and her B.A. from Oregon State University.

Stephen J. Edmundson, Investment Officer:

Steve EdmundsonSteve Edmundson was appointed to the position of Investment Officer of the Public Employees’ Retirement System of Nevada in December 2012. In his role as Investment Officer, Mr. Edmundson oversees all aspects of PERS’ investment program, including investment operations, compliance, research, manager oversight and implementation of PERS’ investment strategy. Mr. Edmundson works closely with the System’s Strategic Investment Advisor, Jobs Peak Advisors, in development of PERS’ investment strategy, policy design and strategic portfolio rebalancing program. In addition to investments, he is also responsible for management of PERS’ custodial banking relationship.

Prior to his appointment to the position of Investment Officer, Mr. Edmundson served as NVPERS’ Assistant Investment Officer for more than seven years. Before joining the Retirement System, Mr. Edmundson spent five years at Oracle Corporation’s International Treasury department based in Reno, NV. While at Oracle, his duties included administration of the corporate stock option program, foreign exchange risk management and international treasury operations.

Mr. Edmundson’s education includes a B.A. from Montana State University, Bozeman and a Masters degree in Public Administration from the University of Nevada, Reno.

Kabrina K. Feser, Operations Officer:

Steve EdmundsonKabrina Feser was appointed Operations Officer of the Public Employees’ Retirement System of Nevada in June 2020.  In her role as Operations Officer, Ms. Feser oversees all aspects of benefit administration, including survivor, disability, and retirement benefit programs.  Ms. Feser is also responsible for oversight of the employer, production, and pension services; member and retiree services; and support services divisions of the System.  At the forefront of Ms. Feser’s responsibilities are cost effectiveness measurement for all activities of the System and policy issues related to the public safety sector of public employment.  She is on the Steering Committee and has been involved in data management and the RFP process for the new Pension Administration System project. 

Prior to her appointment to the position of Operations Officer, Ms. Feser served as the Administrative Analyst for PERS where she was responsible for employee training programs related to all aspects of System administration, review and maintenance of policies and procedures, policy compliance, and special projects related to benefit administration, actuarial data, records maintenance, outreach programs, and technical publications.  Ms. Feser is a veteran employee of PERS since 2000 and has worked in many capacities for the audit, employer services, production services, and support services divisions. 

Ms. Feser received a Bachelor of Science Degree from the University of Nevada Reno and her Executive Master of Public Administration from the University of South Dakota.
