POLICE & FIREFIGHTER'S RETIREMENT FUND ADVISORY COMMITTEE MEETING

April 28, 2005


This agenda was posted at PERS, 693 West Nye Lane, Carson City; 5820 South Eastern Blvd, Suite 220, Las Vegas; Washoe County Airport Authority Fire Department, 1910 National Guard Way, Reno; and Clark County Fire Department, 575 East Flamingo Road, Las Vegas.

The meeting was called to order at 10:30 a.m. at the Public Employees' Retirement System, at 693 West Nye Lane, Carson City, NV. Members present: Rich Tiran, Dean Molburg, Bill Loncar, Rusty McAllister and Fred Galey.

  1. COMMITTEE (All items under this heading are action items)
    1. On a motion by Dean Molburg, seconded by Fred Galey, the Committee voted unanimously to approve the Minutes of the PFRFAC meeting held January 20, 2005.

  2. NEW BUSINESS (All items under this heading are action items)
    1. Lyon County

      1. Bailiff

    2. On a motion by Rusty McAllister, seconded by Fred Galey, the Committee voted unanimously to recommend promotional coverage for the Bailiff position with Lyon County. Rich Tiran abstained from the vote.

  3. GENERAL (All items under this heading are informational)
    1. Ratification - Title Changes (Action)
    2. On a motion by Fred Galey, seconded by Rich Tiran, the Committee voted unanimously to recommend approval of title changes for the following:

      • City of Winnemucca
        1. Patrolman to Police Officer

      • City of Las Vegas
        1. Assistant Fire Investigator to Fire Investigator I

      • Douglas County
        1. Fire Captain/EMS Training to Training Captain
        2. Deputy to Deputy Sheriff
        3. Juvenile Probation Officer I/II to Juvenile Probation Officer
        4. Juvenile Probation Officer III to Juvenile Probation Officer Senior
        5. Senior Deputy Juvenile Probation Officer to Chief Deputy Juvenile Probation Officer

    3. Staff Reports
    4. Patti Keyes gave an update on the ongoing police/fire position reconciliation project and the schedule for member statement processing.

      Tina Leiss made a presentation on the recent Cost Effectiveness Management Survey. She also provided information related to pending legislative actions and requests.

  4. Public Comments
  5. Ron Dreher, of the Peace Officers Research Association of Nevada, informed the Committee of possible legislative action that would place all peace officers in the Police/Fire Fund. He also informed the Committee of possible legislative action to provide monies over the next biennium to fund the scheduled police/fire contribution rate increase.

    The meeting was adjourned at 11:25 a.m.
