POLICE & FIREFIGHTER'S RETIREMENT FUND ADVISORY COMMITTEE MEETING
April 29, 2004
This agenda was posted at PERS, 693 West Nye Lane, Carson City; 5820 South Eastern Blvd,
Suite 220, Las Vegas; Washoe County Airport Authority Fire Department, 1910 National Guard Way,
Reno; and Clark County Fire Department, 575 East Flamingo Road, Las Vegas.
The meeting was called to order at 10:30 a.m. at the Public Employees' Retirement System, at 693 W.
Ney Lane, Carson City, NV. Members present: Bill Loncar, Dean Molburg, Rich Tiran and Fred Galey.
Members absent: Rusty McAllister.

On a motion by Rich Tiran, seconded by Bill Loncar, the committee voted unanimously
to approve the Minutes of the PFRFAC meeting held February 5, 2004.

Patti Keyes reviewed out of state conferences. Bill Loncar will attend the NASRA
conference in August 2004. No changes were made to the established meeting calendar
for the remainder of 2004. The 2005 meeting calendar will be discussed at the next
scheduled meeting.

District Fire Chief
On a motion by Dean Molburg, seconded by Fred Galey, the Committee voted
unanimously to recommend approved coverage for the Fire Marshal and District
Fire Chief.

Chief Investigator/Investigator
On a motion by Fred Galey, seconded by Rich Tiran, the Committee voted
unanimously to recommend promotional coverage for the Chief Investigator/
Investigator.

Fire Inspector/Investigator
On a motion by Bill Loncar, seconded by Dean Molburg, the Committee voted
unanimously to recommend approved coverage for the Fire Inspector/
Investigator.

Staff Reports
Tina Leiss gave a presentation of the benchmarking report that was completed
by Cost Effectiveness Measurement Inc. The report identified that PERS
provides good service to members and benefit recipients at a relatively low
cost as measured against a peer group of like-size public pension systems
across the country. Tina Leiss also informed the Committee that Bob Auer
has been designated as the PERS Deputy Attorney General. The committee was
provided with information regarding the ongoing study of disability benefits
as required by SB345 and ongoing research by the system actuary regarding
system funding.
Patti Keyes provided information regarding the new format used to obtain
agency requests for police or fire position coverage.
