POLICE & FIREFIGHTER'S RETIREMENT FUND ADVISORY COMMITTEE MEETING

February 5, 2004


This agenda was posted at PERS, 693 West Nye Lane, Carson City; 5820 South Eastern Blvd, Suite 220, Las Vegas; Washoe County Airport Authority Fire Department, 1910 National Guard Way, Reno; and Clark County Fire Department, 575 East Flamingo Road, Las Vegas.

The meeting was called to order at 10:50 a.m. at the Public Employees' Retirement System, at 5820 S. Eastern, Suite 220, Las Vegas. Members present: Bill Loncar, Rusty McAllister, Dean Molburg, Rich Tiran and Fred Galey via conference call.

  1. COMMITTEE (All items under this heading are action items)
    1. On a motion by Rich Tiran, seconded by Rusty McAllister, the committee voted unanimously to approve the Minutes of the PFRFAC meeting held November 20, 2003.

    2. Patti Keyes reviewed out of state conferences. Bill Loncar and Rich Tiran are the next Committee members scheduled to attend a conference. No changes were made to the established meeting calendar for the remainder of 2004.

  2. NEW BUSINESS (All items under this heading are action items)
    1. State of Nevada, Department of Public Safety
      1. Chief, Public Safety Training
      2. On a motion by Fred Galey, seconded by Rich Tiran, the Committee voted unanimously to recommend promotional coverage for the Chief, Public Safety Training.

    2. Clark County
      1. Senior Deputy Fire Chief
      2. On a motion by Dean Molburg, seconded by Rusty McAllister, the Committee voted unanimously to recommend promotional coverage for the Senior Deputy Fire Chief.

    3. Lyon County, Central Lyon County Fire Protection District
      1. Fire Prevention/Firefighter
      2. Firefighter/Paramedic
      3. Firefighter/EMT Intermediate
      4. Operations Officer/Battalion Chief
      5. Operations Officer/Training Officer
      6. On a motion by Rusty McAllister, seconded by Dean Molburg, the Committee voted unanimously to recommend approved coverage for the positions Fire Prevention/Firefighter, Firefighter/Paramedic, Firefighter/EMT Intermediate, Operations Officer/Battalion Chief, and Operations Officer/Training Officer.

    4. Lyon County, North Lyon County Fire Protection District
      1. Firefighter/Paramedic
      2. Firefighter/EMT
      3. Training Officer
      4. On a motion by Dean Molburg, seconded by Rich Tiran, the Committee voted unanimously to recommend approved coverage for the positions Firefighter/ Paramedic, Firefighter/EMT and Training Officer.

      5. Fire Marshal
      6. District Fire Chief
      7. On a motion by Rich Tiran, seconded by Rusty McAllister, the Committee voted unanimously to recommend promotional coverage for the positions Fire Marshall and District Fire Chief.

  3. GENERAL (All items under this heading are informational)
    1. Ratifications - Title Changes (Action)
    2. On a motion by Rusty McAllister, seconded by Dean Molburg, the Committee voted unanimously to recommend approval of title changes for the following:

      City of Elko

      • Police Patrolman to Police Patrol I - III

      City of West Wendover

      • Assistant Fire Chief to Captain

    3. Staff Reports
    4. Patti Keyes introduced Tina Leiss as the new Operations Officer. Mention was made of the Executive Officer's trip to Washington DC. Information was provided regarding Retirement Board action to adopt new actuarial cost factors for the purchase of service and optional service retirement benefits that are to become effective September 1, 2004. The Committee members will each receive copies of the purchase-of-service cost factors following the March 2004 Retirement Board meeting.

      Tina Leiss provided information regarding the Internal Revenue Service ruling related to disability benefits. The ruling was that the disability benefit paid by PERS was not excludible. Staff will move forward with a study and look at other disability programs and the costs of those programs.
