November 2003 Police/Fire Minutes

POLICE & FIREMEN'S RETIREMENT FUND ADVISORY COMMITTEE MEETING
November 20, 2003
This agenda was posted at PERS, 693 West Nye Lane, Carson City; 5820 South
Eastern Blvd, Suite 220, Las Vegas; Washoe County Airport Authority Fire
Department, 1910 National Guard Way, Reno; and Clark County Fire Department,
575 East Flamingo Road, Las Vegas.
The meeting was called to order at 10:10 a.m. at the Public Employees' Retirement
System, at 693 West Nye Lane, Carson City. Members present: Bill Loncar and Fred Galey
in Carson City; Rusty McAllister and Rich Tiran via conference call. Dean Molburg was absent.
COMMITTEE (All items under this heading are action items)
On a motion by Fred Galey, seconded by Bill Loncar, the committee voted
unanimously to approve the Minutes of the PFRFAC meeting held September 8, 2003.
On a motion by Fred Galey, seconded by Rusty McAllister, the committee voted
unanimously to name Bill Loncar as Committee Chairman and Rich Tiran as Committee
Vice-Chairman for the coming year.
On a motion by Rich Tiran, seconded by Bill Loncar, the committee voted
unanimously to adopt the 2004 meeting date and material deadline schedule with
one change. The January 22, 2004 Las Vegas meeting was changed to February 5, 2004. The meeting will still be in Las Vegas. The material deadline for the February 5, 2004 meeting was changed to January 5, 2004.

Firefighter I/Shift
On a motion by Bill Loncar, seconded by Fred Galey, the Committee voted
3-yeas and 1-no to recommend approved coverage for the Firefighter I/Shift.
Rusty McAllister voted no.

Firefighter Paramedic I/Shift
On a motion by Rich Tiran, seconded by Bill Loncar, the Committee voted
3-yeas and 1-no to recommend approved coverage for the Firefighter
Paramedic I/Shift. Rusty McAllister voted no.
Las Vegas Metropolitan Police Department

Corrections Captain
On a motion by Fred Galey, seconded by Rusty McAllister, the Committee
voted unanimously to recommend promotional coverage for the Corrections
Captain.

On a motion by Rich Tiran, seconded by Fred Galey, the Committee voted
unanimously to recommend promotional coverage for the Police Officer
II - Police Employees Assistance Program.

On a motion by Bill Loncar, seconded by Fred Galey, the Committee voted
unanimously to recommend approved coverage for the Fuel Management Officer.

On a motion by Rich Tiran, seconded by Bill Loncar, the Committee voted
unanimously to recommend approved coverage for the Juvenile Probation
Officer.

Chief Juvenile Probation Officer
On a motion by Fred Galey, seconded by Rusty McAlister, the Committee
voted unanimously to recommend promotional coverage for the Chief
Juvenile Probation Officer.
City of Reno
- Fire Inspector/Investigator
At staff's request, this agenda item was deferred for further evaluation
pending receipt of additional information.
Washoe County School District

Police Sergeant
On a motion by Rich Tiran, seconded by Rusty McAlister, the Committee
voted unanimously to recommend promotional coverage for the Police Sergeant.
GENERAL (All items under this heading are informational)
Staff Reports
Patti Keyes provided information regarding Retirement Board action to
adopt proposed additions and revisions to the PERS" Official Policies
except for policy 11.35 which will be revised and presented to the Board
at their December 2003 meeting. Revisions to this policy will provide
examples of items that would be considered supporting materials. The
Committee was also informed of the ongoing process to develop application
forms for Police Officer and Firefighter position coverage that relate to
the policy changes adopted by the Board. Rich Tiran noted that an inquiry
regarding the agency requirement of a psychological evaluation at hire
might be a way to help quantify the emotional stability requirements of
positions being considered for police/fire coverage.
