Executive Staff

  The Executive Staff is composed of three members. Its membership includes: The Executive Officer, Operations Officer and the Investment Officer.

   Dana K. Bilyeu, Executive Officer:
    Dana K. Bilyeu is the Executive Officer of the Public Employees' Retirement System of Nevada. She is responsible for all aspects of fund management including analysis of plan funding, investment oversight, operational and strategic planning, and fiduciary and governance issues. Mrs. Bilyeu is principally responsible for the relationship with the System's independent actuary and oversees the data reconciliation process for actuarial valuations of the System. In her capacity as the Executive Officer, Mrs. Bilyeu provides information and analysis to the Nevada Legislature in consideration of pension policy issues affecting state and local government.

Prior to her appointment as the Executive Officer, Mrs. Bilyeu served for eight years as the System's Operations Officer, overseeing all aspects of benefit administration, including survivor, disability, and retirement programs. She was accountable for technology oversight as well as policy issues related to the public safety sector of public employment. Preceding her employment at the System, Mrs. Bilyeu was the System's legal counsel in the Office of the Nevada Attorney General, representing the System in a variety of aspects from benefits litigation, contracts analysis, to Board governance.

Mrs. Bilyeu previously served as a member of the Social Security Advisory Board from 2007 through September 2010. The Advisory Board is an independent, bipartisan board created by Congress and appointed by the President and the Congress to advise the President, the Congress, and the Commissioner of Social Security on matters related to Social Security and Supplemental Security Income programs.

She was recently appointed to the Federal Retirement Thrift Investment Board. The Federal Retirement Thrift Investment Board administers the Thrift Savings Plan (TSP) and is an independent Federal Government agency that is overseen by five presidentially appointed board members and an Executive Director. The TSP is a retirement savings and investment plan for Federal employees and members of the uniformed services, including the Ready Reserve.

Mrs. Bilyeu is a member of the executive committee of the National Association of State Retirement Administrators, the National Council on Teacher Retirement, the National Conference of Public Employee Retirement Systems, and the National Association of Public Pension Attorneys. She also serves on the Public Employees Board of the International Foundation of Employee Benefit Plans. She received her juris doctor from California Western School of Law and her B.A. from the University of Arizona.

Dana is a native of Tucson. She and her family reside in Carson City.

   Tina M. Leiss, Operations Officer:
    Tina M. Leiss is the Operations Officer of the Public Employees' Retirement System of Nevada. As the Operations Officer, Ms. Leiss oversees all aspects of benefit administration, including survivor, disability, and retirement benefit programs. Ms. Leiss is responsible for oversight of the information technology, accounting, member and retiree services, and employer and production services divisions of the System. She is also responsible for cost effectiveness measurement for all activities of the System and policy issues related to the public safety sector of public employment.

Prior to her employment at the System, Ms. Leiss was a Senior Deputy Attorney General with the Nevada Office of the Attorney General. In that capacity, she served as the System's legal counsel, representing the System in a variety of aspects from benefits litigation, contracts analysis, to Board governance. Ms. Leiss also served as legal counsel for a number of state agencies including the Office of the Military, Commission on Tourism, Commission on Economic Development, and various professional licensing boards.

Prior to her employment with the Office of the Attorney General, Ms. Leiss was in private practice for seven years, representing clients in many areas of law including civil litigation, bankruptcy, and insurance issues.

Ms. Leiss is a member of the National Association of Public Pension Attorneys, Government Finance Officers Association, the State Bar of Nevada, and an inactive member of the Oregon State Bar. She received her juris doctor from Willamette University College of Law and her B.A. from Oregon State University.

   Ken Lambert CFA, Investment Officer:
    Ken Lambert is the Investment Officer of the Public Employees’ Retirement System. As CIO, he is responsible for all aspects of investment administration of the $21 billion PERS’ portfolio, the $43 million Judicial Retirement System, the $43 million Retirement Benefits Investment Fund and the $5 million Legislators’ Retirement System.

Mr. Lambert is responsible for investment strategy development and implementation, policy design, contract negotiations, performance monitoring and daily operations and cash flow management. He also manages PERS’ relationship with nineteen investment management firms, investment consultant and custodian bank.

Ken began his career at PERS in 1995 as Investment Analyst, responsible for investment performance analysis and manager oversight. In 2001, he was appointed to the newly created position of Assistant Investment Officer. In this capacity, he managed investment operations and assisted in the development and recommendation of investment strategies.

Mr. Lambert then moved to private industry and served as Executive Vice President at his family’s winery, Ledson Winery and Vineyards in Sonoma, California. In this capacity he was responsible for the management of Ledson Winery, Hotel and Restaurant. He also managed vineyard grower relations and contract negotiations. In addition, Mr. Lambert served as Executive Vice President for Ledson Development, managing retail, office and land investments.

Mr. Lambert returned to the Retirement System in July 2006, when he was appointed Investment Officer.

Ken is a member of the CFA Institute, the Board of Directors of the National Association of State Investment Officers and Chairman of the Board of Directors of the Pension Fund Data Exchange. He has been a guest lecturer for the University of Nevada Reno, the National Association of State Pension Fund Auditors, and the International Foundation of Employee Benefit Plans.

Ken has been awarded the Richard L. Stoddard Award, presented by the National Association of State Investment Officers, in recognition of “his outstanding contributions to the investment of public funds”. He was also named a Rising Star of Public Funds by Institutional Investor News and he has received the “20 Under 40” award from the Reno Gazette Journal and the Reno Tahoe Young Professionals Network.

Ken is a graduate of the University of Nevada. He also holds the Chartered Financial Analyst (CFA) and Chartered Alternative Investment Analyst (CAIA) designations.
